This is an interesting question. The short answer is no, the longer answer is much more complex.
Search engines are more relevant than ever with Google taking around a 92% slice of the pie. Of that figure, Google says that somewhere between 50% and 60% of searches are from mobile devices.

Back to SEO:
On Page or On Site SEO (Search Engine Optimization) is the process of optimizing your website and web-pages for Google and other search engines. I go into great detail on how to do this in my SEO Brain Dump which you can get for yourself.
But in 2019 is On Page or On Site SEO even necessary?
The only path that I can come up with that says “Yes, SEO is DEAD in 2019” is if you’re not actually building webpages in something like WordPress or HTML on your own website, but rather using a service such as this to build Sales Funnels that you’re driving traffic to with paid ads. Depending on the service, they may or may not present SEO options to you when creating your content. If they do, then you should take the time to do proper optimization.
Otherwise you need to consider SEO whenever you add content to your website.
Mobile:
You also MUST make sure that your web-pages, website, landing pages, sales funnels, etc. work and look good on mobile (remember above I said over 50% of search traffic is on mobile devices).
I think one of the benefits of getting in the habit of thinking about SEO when adding content to your website is that it forces you to focus your blog posts, pages, or whatever you’re creating. You want your content to be focused on one, or a few closely related, topics. Search engines rank pages, not sites, so if you have 3 topics to talk about, and they’re not closely related, put them in 3 different pages, posts, or whatever. That way you can do a much better job of accurately optimizing the SEO meta data as well as the content itself.
Even if you’re using paid ads to drive traffic to your website, you need make the effort to optimize each page and each landing page. This may even result in lower pay-per-click rates.
So yes, SEO is alive and well in 2019!
